I realized I didn’t sell my 10600k and thought about passing it to my sister so she could use a PC for school, YouTube, movies, and games like Roblox, Minecraft, and Fortnite. She doesn’t need a GPU, but I have an old GTX 650 if needed. My main concern is whether I should buy a B560 or Z590. I might end up with a budget cooler like the Master 212 Turbo. Since I’m not familiar with the B chipset, I’m unsure if I can underclock or undervolt it. My RAM is Corsair 2 sticks, 8GB each, so the CPU won’t be the bottleneck if I use multiple sticks. I probably won’t get a high-end cooler and will stick with something around 3200MHz or 3600MHz. A 970 EVO plus a 500GB SSD would work well. I already have a PSU from Antec and a new PSU from three months ago, 550W. My case will be an MATX model.

Choose the most affordable B560 model you can find that works well, and set it up without any extra tweaks.

I aim to purchase an affordable motherboard with solid build quality and good VRMs. I plan to use a budget cooler such as the 212 Turbo. I want to undervolt it to prevent overheating, since I’ve seen that boards often supply more voltage than needed. For example, with my Z490 Vision G and 10900K, I managed to reduce power consumption by 20°C and cut cooling power to 50W. Because I’m new to B boards, I’d like to confirm whether voltage adjustments are still possible.

You're likely overanalyzing things. With the options you've got, it's safe to say your sister won't pick up the difference. Stick with a B560, keep it stock, and pair it with a decent cooler like the ID Cooling model. Use a budget 6500X GPU—throttling won't be a big deal. Any of these boards will handle the 10600K, and the variations are minor. Save the money on undervolting or risking stability problems for someone else's issue.

You'll also receive info on the B560. It's possible to reduce power limits when things get too warm. I believe not every B560 setup can be undervolted, though a few might work (though I'd also tweak it for stability).
