The setup is quite complex. You're using an Ethernet cable from your Powerline adapter to your PC, but the router and other gear are upstairs where all the cabling stays inside your apartment. Moving that equipment to your room isn't possible. You now have a new router (Cisco EPC3925) you want to use for LAN, mainly because you need Air Link for your Quest 2. Since the downstairs router broadcasts Wi-Fi, it won’t work well for your needs. You're trying to connect both Ethernet cables into your PC while still getting internet through the Cisco device. This has worked before but is unreliable—your PC sometimes thinks the Cisco is the main router and blocks your internet connection entirely. You’re wondering if you can make your 100Mbit port exclusive for internet and the 1Gbit port for LAN.

Adjust the priority of the 100Mb port to a lower value such as 1 or 10, and set the gig port to a higher value like 100 or 500. This change is made within the interface properties for each NIC.

You'd adjust the NIC properties settings, likely through the device configuration interface or management console.

Looking at the properties and advanced options, a Metric configuration should exist there.

It seems the goal is to configure the second router in Access Point mode and connect it via the powerline to both the router and the PC. You don’t have to deal with a complicated arrangement.

That's a valid observation.
