If the CPU can support an Infinity Fabric OC to 1866-1900 MHz with CL17-17-17-38 and lower timings, that would be ideal. I have no prior experience with DDR4 OC, so I’m unsure about voltage or frequency behavior. For the CPU, I need to decide between 3600XT and 3800XT. My intended use includes software development, UE4, and some games like GTA V, Witcher 3, and Cyberpunk 2077. Any advice on RAM or the CPU would be greatly appreciated.

So far they seem to be just higher binned chips. Grab the non-XT ones and they'll behave similarly. It should be pretty straightforward. If the setup is already at 3600 cl 16, performance will be comparable. Cl 16-16-16 means the die is solid.
