I recommend choosing version 10. There are no drawbacks to upgrading to the latest operating system. Be prepared for backward compatibility, and if a feature isn’t available, a newer app might offer improved functionality now.

It depends on the game you're playing. Win 10 uses DX12, while Win 7 doesn't. DX12-enabled titles won't work on a Win 7 system. Personally, I prefer Win 10 because it offers better performance in most games.
