7800X3D leads in gaming right now, and if you're looking for the top performance and can afford it, that's where you should focus. I tested one this year. 7700X, as per TechPowerUp's review, lags about 16% at 1080p when used with a 4090. The difference might shrink with weaker graphics cards. With the price gap narrowing, I'd opt for the superior CPU unless you're on a very tight budget.

It hinges largely on the games and resolution you use, along with your GPU. If you have a more powerful CPU, it might be worth the investment, but if not, you'll likely waste money without extra gains. For 4K ultra settings in games on a 3060, you probably won’t see much improvement. However, as @porina mentioned, at 1080p with a 4090, you’ll notice a noticeable boost.

Today's games are more varied in their scaling compared to the past. CPU performance is regaining significance for stable results, instead of just chasing high average FPS.

If you can afford the X3D, purchase it directly; the variation in certain games is significant, particularly with a strong graphics card and lower resolutions. If you're cutting elsewhere in your setup to fund it—especially the graphics card—then it's worth weighing that, but otherwise the decision is straightforward.

I plan to purchase the 9800X3D on launch day. With a 7700x I wouldn’t. The extra cost would go to the 7800X3D unless you’re on a limited budget.

You're looking for top performance. 7700x offers smart speed comparable to the fastest GPUs available today.
