You're considering switching from an Intel I5-4670 to a Ryzen processor. You're looking at three options: a Ryzen 5 3600x for $237.39, a Ryzen 7 2700 for $168.15, and a Ryzen 7 2700x for $227.50. These prices are listed in the Philippines store.

The 2700 will perform similarly to a 2700x when overclocked. What additional details are required?

I received a 3600x which performs well. I notice a strong performance boost around 4.3 GHz while gaming. The main concern is its high power consumption, but pairing it with a solid cooler makes it manageable. The Ryzen 3000 chipset is quite solid.

The 3600 offers better gaming performance, though the additional cores can help with streaming. I run games at 2700X and am satisfied with how it handles them.

The optimal choice might be purchasing a 2700 and then enhancing its performance?

The 3600 offers advantages for gaming while the 2700 excels in editing and workstation tasks. Notice the price difference tied to the model name. You're getting more value from the 3600 if you need it for gaming, but the 2700 is better suited for other professional work. The extra cost for the 3600 can be justified by overclocking it to match the X version, just like with the 2700.

Only 12 threads still outperform 2700 in premiere. They might be using different tools, but overall multi-thread performance is quite comparable. At your budget: For maximum savings, choose 2700. For better speed, opt for 3600X—avoid 2700X if possible.
