Skip the R4.0... the worst: Asrock B450M HDV (without R4.0) and Gigabyte B450M S2H are decent. Asrock B450M Pro4 are the most affordable AM4 options, though with some caveats. I avoid Tomahawk; it's similar to B450 A-Pro MAX or B450 Gaming PLus MAX, but way pricier. Toma offers a superior VRM heatsink, but it doesn't really help with a high-core-count CPU.
The 4.0 model isn't ideal, but a standard model like the A550 HDV should function normally out of the box.
