I’d suggest the 3100/3300x setup, assuming you’ll match it with a B or H series board. Those platforms are poor, so I’d pick a 3300x if available, or a 3100 if not, and pair it with a solid B450 board like the Pro 4. Edited August 4, 2020 by TofuHaroto

I searched for an Optiplex featuring an i7-3770, paired with a 1650 Super or 1660, SSD, and an additional 8GB RAM. It seems the available options are limited to around $500, which is quite expensive for both gaming and streaming upgrades.

The R3 3100 availability appears to be an issue, particularly at its MSRP. If you're near a Micro Center with the R3 3100 in stock, you could pick it up for $130, which isn't too high. Consider a solid budget board such as an ASRock B450 Pro4 mATX and 16GB of RAM at least 3200 MHz. You might also find an RX 570 for around $130. Overall, I estimate the total could be about $550 right now. An i3 10100 with a budget H410 board could bring it down to roughly $500. According to what I've heard, the performance gap between the R3 and i3 isn't significant, and both should perform well with a cost-effective GPU. If you want the best performance available, Mateyyy has a good point. An i7 OptiPlex paired with a stronger GPU would be preferable today, but upgrading to a new chipset offers better future upgrades.

The proposal looks good in writing, though many components have trouble reaching 3000MHz on that setup.
