The complete system specifications are available. Using a GPU will not allow you to utilize the CPU lanes when paired with a card that includes 4 M.2 SSDs.

Right now I’m mainly focused on being able to use all four SSDs together in RAID 0 with my RTX 3090. When the Ryzen 9 5950X becomes available, I plan to upgrade to a larger drive and won’t be constrained by budget issues. I’m curious whether I can run the setup on that new chip or if I’d need a Threadripper instead.

You'll need Threadripper. That way you can use 16 lanes for the SSDN and another 16 for the 3090.
