What are you aiming for? Even a basic Ryzen 3 2200G performs well in that game, but results vary based on city size and workload.

game speed in cities skyline relies mainly on how traffic is managed, especially since a bigger city with straightforward routing moves quicker than a smaller one with complicated systems. For playing Cities: Skylines, Intel or AMD doesn’t significantly affect performance.

It’s a 16GB system (unless you prefer mods and DLCs) with an SSD or SSD-cached HDD, and you need a minimum of two cores.
