SSD for sure. The loading times are bad let alone loading from a HDD just make sure you got enough room, you don't wanna clutter it with a 60GB game.

GTA suffers from extremely slow loading times, yet an SSD significantly improves performance. It’s mostly noticeable in single-player mode. In multiplayer, connection delays are even more frequent based on my experience.

The game isn't owned by me even though the specs say 65GB. In my experience, those figures are usually a little high, so with DLC it might be around 70-100GB. You should be all set.
