Just cause 3, according to what I understand about the game’s technical side, looks strong... Fallout 4... Since it’s a Bethesda title, it should run smoothly on older systems...
They are quite distinct experiences. Considering a switch might be worthwhile. The Steam Winter Sale is coming up in about a week, and you could likely snag both titles for around $15 together. It’s hard to say for sure, but there’s a chance Fallout 4 or Just Cause 3 might also drop during that time.
And even though there are several paths, it feels a bit similar to Mass Effect 3's conclusion where three of the four endings overlap. The "special" ending, also known as the fifth, is basically one of the three available options from the other four, except you're not in conflict with the other two groups. So... honestly, I wasn't particularly upset about Mass Effect 3's ending before it was fixed, since I enjoyed the overall experience, but with Fallout 4... I'm not sure if I'll ever label it a great game. It was decent, but I wouldn't call it exceptional.
In Just Cause, sex isn't possible unless you're playing the game. If it works in-game, I'll reconsider.
My emotions about JC were captured perfectly in the Fallout TB summary. There are many "missions" that seem similar, and while the game offers plenty of tools for fun activities, they often feel tedious to complete. Trying to make them work is frustrating, so most people end up using the simplest, least exciting options instead.
