Initially and during the middle stages, they’re mostly eliminated, but the issue lies in the fact that the game seems to avoid me around 4–6 spawn points near me unless I’m on a very small or tiny map.

That’s completely typical. Barbarian camps will appear and reappear in regions untouched by a civilization. In the early stages, it’s crucial to venture out and confront the barbarians unless you maintain a substantial standing army to protect your settlements without encroaching on their territory. I recommend having three archers near a city early on, or at least two plus another positioned between several cities. Even then, you should eliminate any barbarians that approach too closely, as they may gather and create issues.

I could restart my game noticing I was pulled into a conflict with the Ottomans, but it might actually allow me to free one or two Dutch cities since the Ottomans are opposed to the Inca (who clearly have the largest force), Japan, and myself. No cap, the Incas aren't in war anymore.

Keep in mind that restarting with barbs usually lets two archers protect your city well, though the barbs might snatch a group of workers and flee before the archers can finish the fight. The workers will then head toward the barbs' location.
