A capture card serves as a method for PCs to receive video signals (video input), but it doesn't handle encoding. You require both a capture card and a secondary PC for the "external streaming" option. The "internal streaming route" doesn't need additional hardware, only a powerful CPU to manage encoding and gaming simultaneously, unlike "external streaming" which distributes the workload across two systems with weaker CPUs.

Do capture cards truly store video? I used to think they save the footage for you and handle performance concerns.

they don't. Capture cards are graphics cards in reverse, offering fewer features (no encoding or decoding) since they are designed for specific tasks; they don’t need versatility if they can perform just one function effectively.
Edit: the HD60 pro can save a video copy during streaming, which is its sole additional feature compared to other capture cards.
