I appreciated your feedback on hyperthreading and will revise my comment.
options include an i5 4460, i5 4690k or xeon 1233 v3 with hyper-threading
It's a more affordable option with the power of an i7, and upgrading the graphics card would certainly boost performance.
Most games launched so far perform best with a balance of 4 cores and 4 threads. Some titles such as Crysis 3, BF4, and Metro Last Light rely on extra threads but still scale well. I might be mixing things up because I support Xeon E3 for gaming, but that’s mainly due to its versatility for streaming, rendering, and gameplay videos. The additional threads are a good value on that kind of CPU. Generally, anything above an i5 would be unnecessary here. The optimization improvements won’t be remarkable. This is my current setup for that title.
Based on my observations, streaming depends heavily on your internet upload speed. With tools like XSplit and Steam Broadcasting, performance hasn’t noticeably dropped. An i7 could help with recording, but a Haswell i5 likely wouldn’t cause major issues.
When setting up a system for GTA V, wait until after the initial stress on the afterparty. We don’t know how it will perform or react to various hardware setups. Avoid asking those who aren’t familiar with its performance—spending extra money like $100 might not make a noticeable difference. Also, a 960 chip isn’t worth more than a 750ti in my view; the 750ti is marginally faster than the 650 ti boost and roughly 30% quicker than the 777770.
960 is superior to 750. Choose the i5 since the i7 won't make a significant impact in GTA 5. The i5 should manage streaming smoothly. However, if he has funds, the i7 will perform better and could be more suitable for DX12 titles.
He requires an i5 4690 because the non-Z board prevents K overclocking. Upgrading to an i5/960 will provide noticeable performance improvements.
