The 4690(k) is sufficient. It would be wiser to allocate the saved funds toward a GPU.

He doesn't require an i7 to play League of Legends at all. It would be a huge waste of money. @OP, you won’t face any problems with a mid-range i5, such as a 4440 or 4460. They offer strong performance and are affordable right out of the box. GTA is backed by NVIDIA, and if things progress like they have in the past, it will be heavily optimized for NVIDIA cards at launch, only gaining better AMD support after several updates. Recently, someone benchmarked another game sponsored by NVIDIA and found that the 660ti and 290 achieved the same FPS thanks to superior optimization—definitely impressive. Still, choose the most powerful card you can afford within your budget; you’ll be fine.
