It's not ideal for DOS titles anymore. The last time you experienced genuine DOS was version 98. It really depends on the game you're interested in, as there are several distinct eras. For the period he referenced, I'd recommend going with 98SE.

I didn't face any issues setting up Windows 3.11 programs on Windows 7 (32-bit). If the application doesn't work, I'd use DosBox to run it.
