I need a MoBo with as many of these traits as you can find: a CPU that's soldered in, external power supply, a power button built into it like on top-of-the-line boards, and a PCIe slot. It doesn't have to include every single one, but aim for the most. Thanks!

asrock's ITX boards offer a solid choice, typically fitting into standard ATX 20/24 ports. From what I know, none include an M.2 port, though perhaps one of the many pre-built CPU server boards from ASRock could work well.

There exist boards featuring a soldered CPU such as the one listed here. It needs an ATX PSU, but its power requirements are modest enough to run on a PicoPSU connected through the ATX port, which itself draws power from an external power supply unit.
