You're stuck with the same outdated setup if you have a 9th gen Intel. Upgrading to a 10th gen just adds Wi-Fi 6 support without real value for your budget. I'd choose AMD if I were you, since gaming on 3rd gen Ryzen and the latest Intel chips offer better performance and efficiency. If you really want Intel, hold off until the 11th gen—0th gen is misleading. Gaming on Intel might boost frame rates a bit but will drain power quickly and raise your room temperature noticeably. Go with Ryzen instead.

If that's the aim then it shouldn't be too excessive, though I believe high refresh rate 4K+ ultra-wide screens aren't available yet (we're more likely talking about a 5K display now).

For 1440p at 144hz, a strong graphics card is essential since this setup demands high performance. At that resolution and speed, games usually rely heavily on the GPU.
