I haven't seen a single person with Ryzen 7 3800x and also with good CPU temps. Maybe I can see in this topic. Here's mines: I'm getting like 45-60's on idle, 58-62's while gaming, 75-80's when rendering video preview (it only renders animations) and 70-75's when rendering the video itself, 85 in CB R20-23, 80 in OCCT, 92-95 in Prime95, all °C and with 240mm AIO.

It seems this component is typically overheating. AMD's power control appears less effective compared to Intel's, especially during low usage where the voltage drop is significant.

The main concern is the type of amps it's drawing while idle. Even with high voltage and low current, it's fine. But if the current is high, you need to verify your settings are correct. I don't rely on Ryzen Master for guidance.
