There is no ideal idle temp. Since idle temp vastly differs by ambient temp, cooling solution, fan RPM, fan size and fan amount. (Dust too.)
Hence why, there are no idle temp charts in component reviews.
E.g just look your CPU review temp chart i linked above.
Note: You will never get lower temps than ambient temps. Since PCs are cooled by ambient air.
Also, idle temps doesn't matter because even the smallest cooler can keep CPU/GPU near ambient temps. What matters, is under load temps, since there you can see the effectiveness of your cooling solution (usually balance between noise and temperature target).
E.g in my Skylake build (full specs with pics in my sig), idle temps currently are:
* 27.2C - ambient
* 30C - CPU (i5-6600K)
* 42.7C - GPU (GTX 1660 Ti)
* 41C - MoBo chipset (Z170)
* 49C - OS drive (970 Evo Plus 2TB)
* 35C - OS backup drive (960 Evo 500GB)
* 33C - data drive (870 Evo 2TB)
* 36C - data backup drive (MX500 1TB)
But these values of mine will tell you 0, since you do not have the same ambient, components and airflow setup as i have. Moreover, i have 91W TDP CPU while you have 120W TDP CPU. So, your CPU inherently runs hotter, even on idle.
Now, if you truly want to get lower idle temps, then you have to eliminate ambient air as cooling method and go by the route of cryogenic fluid cooling (e.g LH2 or LN2). These cooling methods are used with CPU and GPU record breaking runs (e.g highest stable frequency). If you have the money for it and OCD to push you along, no-one isn't stopping you to use the same cooling for your chip.
It seems 45c Idle is reasonable given the Cinebench R23 results and gaming performance, staying well below 60c.
I own a 7800x3d and in titles such as Cyberpunk or Spiderman (cpu-heavy ones) I get around 70C and 84C in Cinebench. However, my 7800x3d has a hotter chip than the 9800x3d, and I use affordable air cooling. The 9800x3d performs better than my processor, so gaming usage should be lower, which likely also affects temperatures. If you don’t see any game performance problems and your CPU speed stays near its maximum during play, it seems everything is working well.
I'm observing cyberpunk tests at 2k on a 9800x3d display, and the power usage is significantly higher than expected—often exceeding 70w. However, my own setup stays below 40-50w. I'm puzzled as similar games seem to draw 70-90w. I've disabled my -CO and used default settings. It seems there might be an issue with performance loss somewhere.
Consider updating your BIOS and chipset drivers to the newest releases. Verify whether power-saving options are active in Windows (select the performance power plan). If you possess the most recent BIOS, restart to factory defaults and restrict it to EXPO mode, excluding the curve and disabling PBO.
