It's not what you think. A 980 equals a 1060. Around 1050 is close to 970.

He had a problem with an EVGA 970 but it worked great in VR without any problems, even when paired with an AMD quad core. Games like Google Earth VR, Luckys Tale, Project Cars in VR all ran smoothly. For your old RX480, it should play everything in VR just fine, including Robo Recall and The Climb. If you want to adjust settings, use the Oculus debug tool, reduce sharpness, and set it to 45 FPS if needed.

970 and 1060 are alike when boosted, but VR 1060 might run faster thanks to SMP, though few VR titles back that feature.
