Hey everyone,

I'm facing an unusual problem with my system and would appreciate some guidance.
Details:
- CPU: Ryzen 7 3700X
- Motherboard: ASUS TUF X570-PLUS (Wi-Fi), BIOS updated to latest
- Operating System: Fresh Windows 10/11 install
- Cooler: [mention if stock or aftermarket]
- Power Plan: Tested both AMD Ryzen Balanced and High Performance modes
Issue: After reinstalling Windows, my CPU remains stuck at 0.55GHz, even under load. Temperatures appear normal and aren’t elevated. However, the system runs extremely sluggishly.

The peculiar aspect is that when I boot into Safe Mode, the CPU operates normally and clock speeds look acceptable.

What I've tried:
- Updated motherboard BIOS to the latest version
- Installed AMD Chipset Drivers from the official site
- Changed power plan to High Performance and set processor limits to 100%
- Verified temperatures – no concerns
- Disabled background services via msconfig (minimal changes)
- Planning to disable CPPC and Global C-States in BIOS next

Possible causes:
It might be related to power management or driver issues, as Safe Mode works well. It could also stem from a faulty chipset driver or deeper BIOS problem.

Attaching a screenshot of HWInfo/Ryzen Master for clock and temperature details soon.

If anyone has encountered similar issues or has tips for further troubleshooting, I’d be grateful!
