As the title suggests, what would occur if I attempted to run an RX 9070 X on a 650-watt power supply? What would happen? I have a Ryzen 5 9600X which only draws 88 watts peak, will it still be excessive? Probably. What if I lower the GPU voltage to better match the PSU's maximum capacity? I've seen people undervolting the card to around 25% and still achieving great performance with only a 2/3% drop... Can you confirm this or would it be wiser to purchase a new PSU immediately and not bother trying? Thanks a lot!

It's a 360w capacity at full load. Your CPU performs exceptionally well. Proceed.
Edit: That power rating applies to my 9070 xt model.

The card I was thinking of is an rx 9070 xt asrock steel legend. Does it draw more wattage? Also, why do people say it's not recommended to use it? A 360 w max should work with a 650w psu...

I would eventually adjust it to a 750 watt, possibly within a few months, and I've discovered some decent 750 PSU options under 100€. How much should I lower the GPU voltage to be certain nothing adverse occurs? 25%?

Just avoid cutting corners. "Pretty Good" and prices under 100€ for a PSU are seldom paired in the same sentence. Keep in mind you receive what you pay for, and cheap PSUs often make compromises that could harm your whole PC over time.

Undervolting serves as a temporary fix for weak or inadequate power supplies. Its purpose is to prolong lifespan, lower heat output, or cut energy use (for cost reasons) — not to guard against sudden power surges. Relying on software to manage power flow isn’t reliable; a minor glitch or lockup can lead to bigger issues.

Share your PSU with others for feedback. I’m not sure, but from what Microcenter mentioned, Corsair is often the most common replacement or warranty candidate. This doesn’t guarantee quality, just reflects typical failure points. It might not reflect everyone’s experience.

TLDR; Don’t compromise on quality. Invest in a reliable power supply to protect your components.

Let me know your thoughts, but overall do you think it's wise to try running an Rx 9070xt with a 650w PSU alongside your current setup? Even if it's just for a short time before upgrading, it might be risky and not worth the effort.

In addition to the details you mentioned, you should also think about aspects such as whether you have an AIO, how many fans you have, the LEDs, any extra cards, and peripherals. You’d need to check each item carefully and add them up. These small things might seem minor, but they can add up quickly. Based on the 304w GPU recommendation and a PSU not exceeding 700w, I’d consider getting the GPU if it matches your needs. Try to keep your expectations in check until you have a higher wattage PSU. With the increasing power demands, 1000w is what I suggest, but you should be fine with a 750w unit if it’s a reliable brand and you don’t plan frequent upgrades. Personally, I wouldn’t take that risk. Even if it seems acceptable, it depends on your PSU’s age and performance—assuming it’s still fully functional. It’s not worth the gamble, and others might have different opinions, but too many unknowns make it risky.
