Depends on location and the GPUs you have in mind. You don’t need to invest huge sums, but we’re talking about a very tight budget. The most popular tier list doesn’t include this PSU as "Tier E - Avoid" unless there’s a solid reason.

In general, the guideline is: Tier A for high-end GPUs, Tier B or above for non-high-end models needing extra power, Tier C or higher for those that don’t need additional power, and Tier D for basic setups like old email systems and solitaire machines. Anything below that is usually for testing cooling parts or components to prevent e-waste.
Don't stress about multi or single rail, and in any case, the real multirail PSUs won't be part of the price discussion. I'd choose Tier A personally, since like old German cars you get cheap to buy but still costly to maintain. A Tier B might work too.
I'll check them out and compare the prices to get a better understanding.
