The performance gain is minimal, around 15% on a single core, varying with usage. It does offer better productivity. The cooler looks decent for your setup. What model is it? The power supply unit works fine with what you have. The price remains high compared to its value.

I have options for i9s 10900 priced between 150-170 euros (around 160-180 USD). My PSU is a Seasonic CORE-GC 650W Gold and I’m using a Cooler Master Hyper 212 cooler. I’m open to purchasing a good all-in-one water cooler if needed.

the 10900 will be crushed by a 150€ aliexpress ryzen 7700 drawing more power, while the imc won't help much on your b460 ddr4 4400-4600 resell board. consider getting an aliexpress 7700 or even the 8700f based on current prices. pair it with a b650m hdv and a 90€ 6000c30 kit for the 7700, or go for the cheapest option available like the 7000c32 if you choose the 8700f.

It makes sense to switch to Ryzen at that stage. A used 3700+ board offers good value and performance, plus the Hyper-212 handles it well. For around $50 more, a 3900x is also available and still coolable by the Hyper-212.

I discovered an i9-10900 for just 50 euros—I think I’ll purchase it. Since I won’t be overclocking it, I don’t plan to use PL2. Will my motherboard’s VRMs require cooling? But with a 65W CPU, it should be fine.

Ensure proper ventilation within the enclosure. In common scenarios, you usually don't require extra cooling for the VRM's past when airflow is adequate inside. Nice tip about CPU options at that price point. Just remember to trust your judgment and build what feels right for you.

They evaluated the B460M Mortar with a 10900K and confirmed it kept its full 4.8GHz boost across all cores without throttling. You can safely increase power limits on the 10900, provided your case isn't overheating. A stronger CPU cooler would help, but the motherboard setup should be fine.
