The value is significantly too high for a 4790k. In Australia it's usually warm, so I wouldn't exceed 1.4 myself and even that's above what most people use. I'm currently at 4.8 with 1.39v, 4.7 at 1.36v, 4.6 at 1.3v. The cache is 4.5 at 1.33v. Even if it slows down over time, reducing the clock speed by 100Mhz should help—by then you'll likely need to replace it anyway.
I tested it for just 10 minutes using those parameters, yet the peak reached 82°C on one core and 80°C across the rest.
Ignore my earlier comment since I misunderstood your setup—your 4790K differs from the 4670K in both thread count and processor usage. I remain confident about the 1.5v setting, as it's no longer relevant with the lower voltage you're applying now. Good luck finding that sweet spot!
