Click right-click on My Computer, select Properties. That's usually enough. These areas are generally inaccessible, so they don't lock important settings. If the OS is Linux, go to Settings > About Computer. This feature also can't be secured.
This appears to be a work or school computer. The software that tries to access hardware usually requires admin privileges. If you manage to boot from a CD or USB, you might be able to run Linux, though that could also be restricted.
