It doesn't really matter, just aim for 8.1 since it's more recent, gets support longer, and works slightly better.

Direct X 12 isn't compatible with Windows 7, meaning newer versions like Win 8.1 might work better, though most users will likely switch to Windows 9 before Dx 12 arrives.
