Radeon cards have consistently received poor Linux support. The open-source drivers were still performing well about six months ago, and they remain as functional or improved. OpenGL is no longer considered top-notch, and Linux hasn't become a strong choice for gaming after two years of use. I eventually switched back to Windows for my gaming setup.

Radeon cards have consistently received poor Linux support. The open-source drivers were still performing well about six months ago, and they remain as functional or improved. OpenGL is no longer considered top-notch, and Linux hasn't become a strong choice for gaming after two years of use. I eventually switched back to Windows for my gaming setup.

All the AMD GPU drivers are installed but aren't performing well. You won't achieve top-tier results on Linux, though it looks like something might be wrong.

You technically can install "AMDGPU-PRO" graphics drivers, but depending on the game they can actually be worse than the open source ones that are included. This Phoronix article compares AMDGPU-PRO against Mesa and one other (ignore DRM-Next) on a few games. If you're interested here's a video of a guy installing AMDGPU-PRO on UBuntu 16.04, the process will be extremely similar on 17.04. Personally, I wouldn't do it and just stick with open source drivers, but it's your call.
