I checked Ryzen Master and found a green button labeled OC. That usually indicates the CPU is overclocked, but since your idle speed is 4.10 GHz, you probably don’t need to overclock it.

The advertised maximum speed is the peak boost per core. While individual core boosts vary and are lower than the stated maximum, this is normal behavior. The base clock speed reflects the chip's TDP before any boost. It represents one of several power states, with the highest setting. To achieve stock performance, disable the AMD Boost or overclocking features—otherwise, the CPU will self-optimize based on temperature. This approach is called SenseMi technology, where lower temperatures yield greater boosts and sustained performance.
