Your PSU isn't included with a 12V HW cable, which isn't typical for me. I know your PSU comes with two PCIe cables adding up to three 8-pin connectors. You likely used the two cables instead of just the one with the two 8-pins connected in a chain.

The 4070 requires a single 12VHPWR connection. You connected the only available cable, which splits into two 8-pin ports for the power supply.

I purchased a fresh cable to link the PC with the outlet. I thought the previous one was outdated since it came from a PSU that was six years old. I plan to test the GPU cable using various 8-pin adapters to observe the results.
