I've tried Fortnite with the 1050Ti on a quad-core processor, though I don't recall the exact model. Even in Epic's view distance it maintained around 60fps at 1080p. Likely the CPU is the issue, but other programs might also be causing problems.

You're taking advantage of a dual-core processor. Most modern games now require at least four cores. I recommend purchasing a refurbished i5-6400 from eBay. Note: A 6500, 7400, or 7500 would also be suitable options.
