You can set up automatic startup for your Dell Optiplex 170L and HP machines using their respective system utilities. Check if Xubuntu 12.04 LTS supports scheduling startup actions, and configure it accordingly. For the HP running Windows 7 Home Premium, you’ll need to use Windows Task Scheduler or a compatible tool to manage the schedule across both systems.

Windows yes, in other operating systems I'm unsure, it's not clear how to express that

I'll check the resources there for a while. If a tool exists, I'll use it.

I’ll likely do this at 1 a.m., keeping it straightforward.

I noticed that function appears in the bios of certain devices. Regardless of the operating system, it remains consistent.

In Windows, you can set up a task in the task scheduler to perform this action. NOTE: The device must already be powered on for the scheduled task to function. Consider waking it from sleep mode.

Well, at least it consumes only a minimal amount of power when not running.
