From what I see in the images and comments, Airflow seems to be problematic. It appears you haven't refreshed the thermal paste since 2017. The high temperatures likely stem from both issues, plus the addition of a 3070 chip, which generates more heat than most GPUs would have produced back then. A 7700K will still perform well under heavy load when temperatures rise. Opening the side panel usually helps lower the temps.

The paste could be losing moisture. Have you turned on XMP? Also, what are your RAM's speed and timing settings?

The temperature stays the same when you open the case. Adding more paste seems like a smart move, just in case it makes a difference

The dry paste might be the problem. Using fresh thermal paste again could make a big difference. Definitely worth a try.

I entered BIOS and switched XMP from disabled to profile 1, I think that’s accurate. The resulting speeds were as expected.
