In my view, it depends on whether you prioritize the processor or the memory. I’d search for the most affordable CPU for 1700, acquire it, test it, and then sell it.

I receive the initial brief beep, then another brief beep.

Because you lack a spare CPU or motherboard, consider reaching out to a nearby repair service for testing—just mention you need a quote.

Basic verification: your motherboard is starting up, which explains the BOOT light. If you don’t see a screen when the BOOT light is active, check your graphics card. I assume you connected the display directly to the graphics card rather than through the motherboard’s top ports. Confirm your input settings—HDMI 1 or DP 1 are the typical connections and should appear as inputs on your monitor, with the other end plugged into your 3080.

Boot light remains active indicates it can't identify a boot device or storage. All ports on the GPU were checked, and the GPU functioned correctly in another system. Swapped cables for DisplayPort and HDMI, testing on two monitors and a TV just to be sure. The monitors displayed properly, but the cables seemed to work. I switched to a different CPU with built-in graphics and used both HDMI and DisplayPort on the motherboard, but no display or BIOS was recognized. Likely a faulty BIOS or chip on the motherboard at this point.

The green signal means you've arrived at the stage where a display should appear even without a boot device connected. Turning off the light afterward doesn't matter much. Fixing issues can be straightforward.

Just before I was ready to take out the motherboard, I pressed the power button one final time—it instantly switched to BIOS. I don’t know why or what changed, but it functioned. Thanks to everyone who assisted me; I wish I could clarify what happened, but I’m completely confused.
