I've received many suggestions from others, but I'm concerned the outcome might not be what I expect. My confidence is low because even a two-week session with NVIDIA's experts didn't resolve my issues (they seemed unqualified on the subject).

Typically, clock speeds fall between 1900-2000 MHz according to benchmarks. My games often run sluggishly with low frame rates. I ran DDU twice to confirm there are no AMD drivers installed.

I really admire that platform. It lacks interesting comparisons, which is why I rely on 3Dmark.

GPU speed reaching around 2000MHz indicates stable thermal performance. Check VRAM temperatures using HWiNFO. Consider running a benchmark such as Unigine with windowed mode and use GPU-Z to monitor power usage via PerfCap.

I haven’t completed that yet. What I understand is the card stays cool, neither getting too warm nor overheating based on what I observe or feel. It generally remains near 75 degrees Celsius.

75C for the core is acceptable, and I updated my post. However, if the memory is overheating, it might negatively affect performance. You should monitor memory temperatures.

I'll definitely look into that. Also, I've observed that games with low GPU usage—under 35%—seem to be underutilized. It's unclear if this reflects poorly optimized titles or something else entirely.

That sounds like a bottleneck but the 3900X is strong enough for a 3070 Ti, though some games are just dumbly optimized meaning no matter what CPU you have, you will see bottlenecking.

Don't worry, I'm sure you and I can solve this. I was considering a clean Windows setup just in case something is wrong with the operating system, but I understand why people avoid formatting.
