Someone just mentioned that Snapdragon cannot support variable refresh rate on an external monitor. Is this accurate? Please let me know if you have any information or answers.

I would say no. For an ARM laptop, consider a MacBook. Windows on ARM isn't ideal, and the Snapdragon chips aren't powerful enough.
