I've boosted my CPU to all cores at 5.1 GHZ with a voltage of 1.320V. When it's not running, idle temps stay between 45°C and 50°C. I'm using a master AIO water cooler for cooling.

Prior to increasing the speed, it would operate near 60°C under full demand across all processors. But 1 or 2 cores would briefly reach 90°C. I plan to run a benchmark now.

Asus Z390-P also, I didn’t realize the CPU-Z displays a voltage of up to 1.5V, since I’m using adaptive voltage.

The overclock didn't work as expected, CPU-Z displayed 4.6GHz during Cinebench R20 instead of the intended 5.1GHz, and it occasionally dropped to 4.4 and 4.5GHz.

I wouldn't run a 9900K at 5.1GHz on that board. Good chance the cpu will thermal throttle.

Usually it requires someone skilled with overclocking and excellent cooling or a chip rated for 1 in 1000 to achieve stable performance at acceptable temps and voltages. An inexperienced overclocker will find it tough to control the 9900K, even at 4.8-5Ghz. Key concepts to grasp: LLC (Load Line Calibration), Vdroop, overshoot, undershoot, transient response, Vcore versus Vid, SVID settings (Vccsa, Vccio), adaptive vs manual mode, Speedstep, Speedshift, C-States, AVX offset, Multi-Core Enhancement. Interesting! But please avoid relying on HWMonitor. I recommend using HWInfo64 instead. The video appears quite poor; I listened without sound and went through it quickly, but the settings shown aren't ideal. You might want to try an OC stable with minimal AVX offset—ideally 1-2 at most. A 4 or 5 won't be worth it for a quick fix, though a 6 is fine for a rough adjustment. Manual voltage control is best when you're getting consistent results. Hopefully he didn’t mislead about the ease of a 5.1GHz setup on that board.
