I purchased an i7 10700 and connected a Corsair 16G 3200 MHz RAM. The Intel website lists the RAM speed for the CPU as 2933 MHz. Will this affect whether my PC starts up?

It will appear at Jedec 2133mhz initially. No concerns needed. Activation of XMP profile is required to operate at 3200mhz.

What kind of motherboard are you using? Based on Intel's specifications, you won't exceed 2933 MHz unless it's a Z490 or Z590 model.

Think about using a CPU with a higher speed rating than what your CPU spec lists. For example, if you have a 2400 DDR4 and consider a 2666 rated CPU, it could still function properly as long as the motherboard supports it.
