It's not uncommon for the cooler to feel warm to the touch during idle operation. The temperature may stabilize quickly, and the sensation can vary based on ambient conditions.

I don’t want to raise any concerns, but 90°C during gaming is a bit excessive. Aiming for 85°C on CPU-heavy titles is ideal, and ideally keeping it above 70°C is best. It’s up to you how much heat bothers you.

How the airflow is working in your setup matters a lot. An aftermarket cooler could really help improve things.

3600 isn't a powerful chip. At idle it should stay near 40-50°C depending on room temperature, but not above 60. With a well-fitted heatsink, you don't require high RPM for good idle temps. Keep the fan speed at 2700 rpm maximum, not 1900. Check your motherboard manual to set the fan to full speed at around 70°C.

It operates at 100% capacity and maintains 1850 rpm regardless of full-power settings.

Could the issue stem from a defective cooling unit?

Could be true. Various opinions exist—some recommend 2600 RPM, while others mention 1800. It seems AMD released the Wraith Stealth with two distinct cooling solutions.
