Lots of them are just temporary files. Only during blizzards might there be something important if you're on a current mission.

It's a temporary data dump folder, likely taking up space with temporary setup files and scripts needed for the program. It seems safe based on what I understand. I've already removed the folder before, and there were no issues.

Open the command prompt by pressing Windows Key + R, then type %temp% to clear everything. Saving some space is helpful. Consider using CCleaner for better results.
