It’s unlikely a 1050 Ti will handle VR smoothly, and your friend’s 1060 3 gig is performing poorly with frame rates.

No, the GPU isn't VR compatible. The CPU might benefit from VR, but it's not recommended. On the GTX 1000 graphics cards, the GTX 1070 is officially the first in that range marked as VR Ready. This is why they chose GTX 1070 GPUs for VR-compatible systems a few years back, such as the MSI VR backpack PC.
