It's a bug with HWMonitor, you're not running at over 8GHz. It's a known issue with HWMonitor on modern hardware, expecially Ryzen stuff. Switch to HWInfo instead, it doesn't do that (at least much more rarely).

Thanks for the new results. I didn’t turn on any overclocking because my RAM isn’t compatible, which means I can’t even run XMP. Still, water cooling seems to make a difference when your PC is in very hot room temperatures.

I attempted to turn on XMP and adjusted timings to match another RAM model from the same manufacturer. The device crashes whenever I change settings beyond the standard defaults. Removing the CMOS battery seems necessary for recovery as well.
