I assembled a PC using a Ryzen 5 3600 for the CPU. In Task Manager it shows the base clock at 3.95 GHz, consistently running at 3.93 GHz. According to my understanding and AMD’s guidance, the ideal base clock is around 3.6 GHz. I’ve heard that clearing the CMOS can allow the processor to increase its speed, but I prefer keeping my BIOS settings intact. I’m using the standard cooler and maintain temperatures between 40-60°C under light to moderate load. My motherboard is an ASUS TUF B450 M Plus gaming board. I’m curious about the discrepancy between the reported and expected base clock, why boosting isn’t higher, whether I can adjust the speed to lower loads, and if my temperatures remain within safe limits during Minecraft sessions.

Use HWinfo or HWMonitor instead of Task Manager for precise frequency readings.

There seems to be no option listed that allows disabling it without resetting your BIOS settings.

Attempting this task, I’ll also verify my current BIOS version. Uncertain if the latest one is included with the boards. I’m a bit nervous because I don’t have a UPS or a reliable method to replace a damaged board. Also, I’m not sure how to update the BIOS. If performance isn’t affected and it’s not a big deal, I might decide to leave it as is.

3.6ghz serves as the standard, 3.9 is likely the typical operating frequency unless overheating occurs, which would push it higher for single-threaded tasks—extremely uncommon. My 3900x rarely exceeds 4000mhz even with the single-core boost, despite the theoretical maximum of 4.6ghz.

I believe you referred to a setting in your bios rather than the power options on Windows. My control panel preferences were adjusted to balanced, and I switched from the best performance setting to better in Windows settings. In my bios it displays 3.95 ghz. Please note that under additional power options in the control panel, there isn't an option for Ryzen power plan. Edited February 5, 2021 by TazerXI

I set the RAM to 3200 MHz (as per specifications) for an overclock. Checking the AMD overclock section shows a warning that any harm caused during overclocking isn’t covered by warranty, so I’m not sure. I wonder if my motherboard already has an overclock setting or not, but it seems unlikely.

Also my core voltage is 1.340v, which matches the default value (1.4v) I found online. I don’t think I adjusted it or changed anything, and I’m not sure if increasing or lowering the voltage affects clock speeds.

Your AI overclock tuner adjusted the core ratio to 39.5 in your BIOS. That’s the setting you requested.
