I have an i5 4690k OC to 4.2 and an EVGA 970. All settings are at their highest, with no ultra enabled—except AA options are set to 2x, including txaa and grass. I’m getting 1080p and never drop below 60 frames except during the bank on the final heist. For some reason, I’m only managing around 20 fps. No explanation yet.

It's independent of GPU capabilities. Full CPU performance.
