I checked the information from both manufacturers' sites. The MSI MEG Z490 and Corsair DOMINATOR® PLATINUM kit appear to be designed for separate use. They don't list compatibility between them, suggesting it's best to avoid combining them unless explicitly stated otherwise. It seems the manufacturers are indeed being cautious about such pairings.
Are you referring to the QVL? If yes, it's not a complete list. Items outside this range might still function; they haven't been thoroughly tested yet. Usually, you shouldn't run into problems with 3200Mhz. Issues tend to appear only around 4000+ MHz. You should be okay.
