It seems the DLC will probably need its own download, so it's unlikely you can transfer it from LE to the original file. You can still shift your saves to the updated version.

Playing Skyrim with every DLC gives you the legendary version. Acquiring the missing DLCs lets you upgrade for free to the special edition.

Often it's more economical to purchase the LE rather than acquiring all the missing DLC. Regardless, the buyer should choose the most affordable option.

Yes, purchasing the LE will replace the standard vanilla Skyrim version in your Steam library without needing to download it again separately.

Certainly. Here’s a revised version:

The update will replace any overlapping items in the bundle he already possesses. Previous versions will remain intact and won’t require relocation.

It's hard to predict exactly how developers will organize titles on Steam. Many games would just release a completely updated version under the "Game of the Year" label, requiring you to reinstall everything and transfer your progress.
