Which board are you using? That sounds like a dual-rank setup if the version matches that description.

Open CPU-Z, navigate to the memory section and verify the channel status. If it's not dual, ensure it's set to single.

The board is designed for single-rank memory. If you intended dual-channel memory, the package includes two sticks and thus enables dual-channel operation.

No matter which rank stick I try, it doesn't function properly. The listing on eBay mentioned it wouldn't work either. Could the way it's being used be causing the issue?

You might have purchased a motherboard marked as faulty, but you're hoping it will function properly. It seems the board could be completely non-functional.
