The performance target shouldn't approach 25% with only a few low-usage programs running, especially with a strong CPU—this suggests you're not optimized. Ideally it should stay under 10% at most. You'll need an upgrade. I wouldn't settle for anything less than the R7 3700X if it fits your budget.
